The three ways freelance income is taxed
Freelancing covers everything from a graphic designer on Fiverr to a software agency billing US clients. How you're taxed depends mainly on two things: whether your clients are abroad, and whether you're registered with the Pakistan Software Export Board.
| Situation | How it's taxed | On Rs 3.6M a year |
|---|---|---|
| Foreign clients, PSEB-registered | 0.25% final tax | Rs 9,000 |
| Foreign clients, not registered | 1% final tax | Rs 36,000 |
| Local clients | Normal business slabs | Rs 810,000 |
The difference is striking. On the same income, a registered exporter pays a tiny fraction of what a freelancer with local clients pays.
What "final tax" means
Under the export regime, the bank deducts the tax when your foreign payment lands in Pakistan, and that's the end of it for that income. You don't pay slab rates on top. You still need to file a return and declare the income, but you won't owe more on it.
Getting registered with PSEB
Individual freelancers can register with the Pakistan Software Export Board online. You'll need your CNIC, a bank account, and proof of freelancing activity, such as a profile on a marketplace or contracts with clients. The registration fee is modest and usually pays for itself in the first month of income.
Receiving payments the right way
The reduced rate only applies to money brought into Pakistan through proper banking channels. That includes direct transfers to your bank, Payoneer withdrawals to a local bank, and similar routes. Money kept abroad, or brought in through informal channels, doesn't qualify, and can cause you trouble with both FBR and your bank. Many banks offer freelancer accounts that let you keep part of your earnings in dollars.
Mixed income
Plenty of freelancers have some foreign and some local clients. In that case, the export income gets the reduced rate, and the local income is taxed under the normal slabs. Keep them separate in your records so you can show which is which.
Freelancing alongside a job
If you have a salaried job and freelance on the side for foreign clients, your salary is taxed under the salary slabs, and your export income under the export regime. One doesn't push the other into a higher slab.
File your return
Even with tax deducted at source, file every year. It keeps you on the Active Taxpayers List, which lowers tax on your bank profit, property and car purchases. It also creates a record of your income, which helps with visa applications and bank loans.
Example: a designer in Multan
Hira designs logos and brand kits for small businesses in the UK and US. She earns about Rs 300,000 a month, all paid through Payoneer to her bank account in Pakistan. She registered with PSEB last year, so her bank deducts 0.25%, about Rs 750 a month. Before she registered, the bank was taking 1%, or Rs 3,000. If she had taken the same work from clients in Pakistan, her tax at business rates would be far higher.
Common mistakes freelancers make
- Receiving payments into a family member's account. The tax and the income should be in your name.
- Not declaring foreign income on the return because tax was already deducted.
- Keeping earnings in a foreign wallet for long periods. The reduced rate is tied to money remitted to Pakistan.
